Paul Cusmano

The CDD District Manager is Paul Cusmano of Development Planning & Financing Group. In order to provide a written record of resident inquiries, he can be reached via e-mail or by the U.S. Postal Service at 1060 Maitland Center Commons Suite 340 in Maitland, FL 32751.

He is the manager for the CDD, working under the direction of the elected Board of Supervisors. He ensures the CDD’s compliance with all CDD rules and regulations and is the CDD’s liaison to all local and state agencies with CDD oversight responsibilities.

He prepares the CDD’s draft annual budget and backup material, manages all District accounts and is responsible for the collection and maintenance of funds. The district manager’s role also includes receiving, reviewing and authorizing the payment of CDD bills and maintains its checking and other accounts. He attends all meetings of the Board and prepares minutes of same. He receives and evaluates all bids sought by the Board, assists in their negotiation, and may make non-binding recommendations to the Board. He serves as the overall manager of all vendors and other employees hired by the Board.

He is the keeper of all official CDD records and anyone seeking access to them must make application to his office.

Bill Fletcher

The CDD Maintenance Supervisor is Bill Fletcher. He can be reached by e-mail or by phone at the clubhouse at (813) 345-8565. The clubhouse fax is (813) 345-8567 . His assistant works weekends and most holidays.

Bill’s full-time position is to provide general maintenance and upkeep of our CDD-owned facilities and properties. His job also includes serving as the initial point of contact for residents wishing to reserve the clubhouse or who have questions about the facilities in the main park of at Straiton pool. The position also entails serving as the main on-site point of contact for vendors performing landscaping, pond maintenance and other duties on CDD property.

Because Bill is paid and insured solely by the CDD for working on community property, he has no responsibility for private property in Ballantrae and does not perform any duties for the Homeowners Association.
